Obera is looking for a dedicated Senior Technical Trainer to support the Global Peace Operations Initiative (GPOI), a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). The PM supports the following contract objectives:
Support partner countries' development of critical mission capabilitiesEnhance partner countries' peace operations planning, training, and readiness competenciesEnable partner countries to conduct effective operations and sustainmentReinforce UN and regional organizations' performance and accountability frameworks.Responsibilities The Senior Technical Trainer shall be the Team Lead's principal trainer conducting various peacekeeping-related contract training requirements specified in the SOW.
Qualifications The Senior Technical Trainer shall have a minimum of 10 years of technical experience which includes a relevant blend of military skills, experience, knowledge, and current certifications that will enable that individual to successfully train specific task performance objectives on this SOW. Individuals being proposed and billed to this position must complete a Resume and Resume crosswalk as noted in Paragraph 3 of this SOW. In addition to these minimum qualifications, Senior Technical Trainers shall have additional qualifications for the following tasks as outlined in the SOW.
Logistics Staff Minimum of ten (10) years of U.S. or NATO military experience, including service after September 11, 2001.Demonstrated experience planning and providing tactical-level staff support to battalion and brigade-level soldiers and their systems (tactical logistics functions include manning, arming, fueling, fixing, moving, and routinely sustaining approximately 500-800 personnel).Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.(Preferred) At least one deployment to a combat, peacekeeping, or other contingency operation while serving in a logistics unit or assigned as logistics staff officer.(Preferred) Experience as trainer to a foreign security partner.(Preferred) Minimum of fifteen (15) cumulative years of U.S. or NATO military experience, including combat arms battalion/brigade staff officer experience on a U.S. or NATO military staff.(Preferred) Attainment of military grade of O4 and higher (or NATO equivalent).(Preferred) Battalion and/or brigade staff experience while deployed to a combat, peacekeeping, or other contingency operation.(Preferred) Regional experience in Sub-Saharan Africa.UN Military Peacekeeping-Intelligence (MPKI) Staff Minimum of ten (10) years U.S. or foreign military experience, including service after September 11, 2001.Demonstrated military experience as a military intelligence practitioner.Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.Experience as a trainer to a foreign security partner, military or civilian(Preferred) Completion of a U.S. or foreign equivalent recognized military intelligence course for land forces.(Preferred) Experience working in sub-Saharan Africa.Operations Staff.Minimum of ten (10) years of U.S. or NATO military experience; must include combat arms battalion/brigade staff officer experience on a U.S. or NATO military staff. [Combat arms is defined as armor, cavalry, engineer, field artillery, infantry, special forces, or special operations forces. Staff officer experience is defined as a primary staff officer assignment on a U.S. or NATO battalion or brigade staff; O3 non-primary staff officer time on a U.S. or NATO battalion staff or O4 non-primary staff officer time on a U.S. or NATO brigade staff will be considered with detailed evidence of that candidate's active performance and participation in integrated battalion/brigade planning and operations, particularly performing those duties while deployed to a peacekeeping, combat, or other contingency operation.]Attainment of military grade of O3 and higher (or NATO equivalent).Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.Experience as a senior trainer, military or civilian, to a foreign security partner.(Preferred) Minimum of fifteen (15) cumulative years of U.S. or NATO military experience, including combat arms battalion/brigade staff officer experience on a U.S. or NATO military staff.(Preferred) Attainment of military grade of O4 and higher (or NATO equivalent).(Preferred) Regional experience in Sub-Saharan Africa.(Preferred) Battalion and/or brigade staff experience while deployed to a combat, peacekeeping, or other contingency operation.Engagement/CIMIC Staff Minimum of ten (10) years U.S. or foreign military experience, including service after September 11, 2001.Demonstrated military experience as a civil-military cooperation (CIMIC) practitioner. [CIMIC experience is defined as experience formally serving in a Civil Affairs unit and/or formal assignment – annotated by dates and duration – to an Engagement Team or CIMIC staff position in a maneuver unit. Candidates without these required assignment titles or unit experience may only be considered acceptable with detailed evidence of demonstrated experience and expertise – annotated by dates and duration – conducting formal, structured, and stand-alone CIMIC and engagement operations as a primary function of their responsibilities.]Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.Experience as a trainer to a foreign security partner, military or civilianAt least one deployment to a combat, peacekeeping, or other contingency operation as part of a civil affairs, engagement, Human Terrain, or other CIMIC-related team. [Candidates with a deployment that does not meet these required assignment titles may only be considered acceptable with detailed evidence of deployment experience conducting formal, structured, and stand-alone CIMIC and engagement operations as a primary function of their responsibilities.](Preferred) Completion of a U.S. or foreign equivalent recognized FET or civil affairs course for land forces.(Preferred) Experience working in sub-Saharan Africa.Unit Tactics Minimum of ten (10) years of U.S. or NATO military experience in a combat arms specialty [combat arms is defined as infantry, armor, cavalry, engineer, field artillery, infantry, or special operations forces].Attainment of military grade of E-7 and higher.Experience deployed to an overseas contingency operation since September 11, 2001.Relevant military operations or foreign security force (police or military) capacity building experience in the last 5 years.Experience as a senior trainer, military or civilian, to a foreign security partner with directly related experience in capacity building and unit level assessments.(Preferred) Experience as an instructor in a tactics training unit (e.g., U.S. Army Ranger School or USMC Advanced Infantry Training Battalion) developing individual and collective skills intended to develop technical and tactical proficiency.(Preferred) Regional experience in Sub-Saharan Africa.
