Obera is looking for a dedicated Project Manager (PM) to support the Global Peace Operations Initiative (GPOI), a U.S. Department of State security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the U.S. Department of Defense (DOD). The PM supports the following contract objectives:
Support partner countries' development of critical mission capabilities Enhance partner countries' peace operations planning, training, and readiness competencies Enable partner countries to conduct effective operations and sustainment Reinforce UN and regional organizations' performance and accountability frameworks. Responsibilities Conduct routine supervision and oversight of the in-country Team Lead (and all other personnel performing on the contract. Unless otherwise directed, conduct routine development, revision, supervision, and quality assurance of all POIs and training materials for training delivered in country under this SOW. (Note: In some cases, POI for UN training courses or for standardized training modules may be provided to the Contractor by the Program Office.) Establish processes for receiving, analyzing, incorporating (as needed), and disseminating any external reference materials provided to the Contractor by the Program Office or other outside organizations, requests/feedback, and other appropriate materials relevant to contract performance. Designate a single point of contact or contacts such as the Program Manager or Deputy Program Manager to ensure streamlined and efficient communications between the CO and COR and all other appropriate members of the Contractor's management and support team (e.g., contract managers or logistics managers). Ensure routine communications with the CO, COR, and Program Office during all phases of the contract's life cycle, including the timely, substantive, and error-free submission of all required written performance deliverables, attendance at all scheduled meetings, and timely responses to all written requests. Ensure responsive updates to scheduling or personnel changes. Attend in-person and/or virtual conferences and scheduled meetings on SOW-related subjects as directed by the COR. Mobilize and de-mobilize all personnel and training teams performing on the contract, to include the recruitment, on-boarding, and compliance with all pre-travel (e.g., vaccinations and visas) and post-travel requirements. Plan and supervise the provision of all lodging, transportation, life support, contract support (e.g., laptops, cell phones, and interpreters), and all other basic life support (e.g., uniforms, PPE, and hygiene needs) for all personnel at the place of performance. Neither the Department of State nor U.S. Embassy Lomé will provide lodging, other accommodations, or logistical arrangements for contracted personnel operating in Togo. Ensure the timely submission and resolution of all issues and requirements pertaining to invoices and other financial/billing requirements on the contract. Manage the timely procurement, staging (consolidated warehousing), and shipment of all equipment (including locally procured training support materials), including the delivery, joint-inventory, and hand-over of equipment at the place of performance or elsewhere in country as directed by the COR. Manage timely completion of all Contractor responsibilities before, during, and after any contract modifications, including communicating any partner nation or Contractor -generated change requests. Qualifications The Project Manager shall have the following qualifications unless otherwise approved in advance by the COR.
Minimum of ten (10) years of demonstrated experience conducting foreign security force (military or police) capacity building at the tactical and/or operational level and below. [Capacity building experience is defined as having directly engaged with foreign security forces at the tactical and/or operational level by delivering training, mentoring, advising, and equipping activities as part of a program aimed at improving specific capabilities of those forces. Experience working in a foreign country with foreign security forces or simply engaging with foreign security forces as a function of one's job that does not include detailed evidence of direct engagement in the capacity building of those forces shall not be considered qualified experience.] Relevant military operations or foreign security force (police or military) capacity building experience or program management experience in the last five (5) years. Minimum of five (5) years of increasing responsibility as a program or project manager or a team leader in the field of security force capacity building or in a directly related area. Directly related experience with standard contract, financial, and management practices and procedures within the field of overseas programming. Training or operational experience (military or civilian) in Sub-Saharan Africa. Bachelor's degree from an accredited institution. Secret-level security clearance or above. (Preferred) Experience working with peacekeeping or other security assistance capacity building programs. (Preferred) Program Management Institute (PMI) certification as a Program/Project Management Professional or comparable program management certification.
