Obera is looking for a dedicated Program Manager (PM) to support the Worldwide Expeditionary Multiple Award Contract (WEXMAC). The main objectives include, Humanitarian Assistance/Disaster Relief (HA/DR), Contingency Support, Exercise Support, Lodging Support, Logistics Support, and Ashore Support.
ResponsibilitiesMonitor and direct performance of all Task Orders and ensure cost, schedule, and programmatic objectives are met within budget and schedule constraints.Report directly to the Obera CEO and other senior management on program status and provide advice on issue resolution.Travel in support of the program, customer, and company.Evaluate and manage subcontractor performance and facilitate process improvement.Provide leadership and guidance to assigned team members including mentoring junior staff.Act as the single point of contact to ensure streamlined and efficient communications between the CO and COR and all other appropriate members of the Contractor's management and support team (e.g., contract managers or logistics managers).Ensure routine communications with the CO, COR, and Program Office during all phases of the contract's life cycle, including the timely, substantive, and error-free submission of all required written performance deliverables, attendance at all scheduled meetings, and timely responses to all written requests.Attend in-person and/or virtual conferences and scheduled meetings on Regional or Task Order-related subjects as directed by the COR.Mobilize and de-mobilize all personnel and logistic teams performing on the contract, to include the recruitment, on-boarding, and compliance with all pre-travel (e.g., vaccinations and visas) and post-travel requirements.Ensure the timely submission and resolution of all issues and requirements pertaining to invoices and other financial/billing requirements on the contract.Manage timely completion of all Contractor responsibilities before, during, and after any contract modifications, including communicating any Contractor-generated change requests.QualificationsThe Project Manager shall have the following qualifications unless otherwise approved in advance by the COR.
Minimum of 15 years of demonstrated experience in Program or Project Management, including all aspects of project development and execution.Extensive knowledge of logistics management and integration services, life support, force protection, communications, land transportation services, other services, and other supplies and experience with U.S. Navy policies, programs, and field level operations is highly desired.Directly related experience with standard contract, financial, and management practices and procedures within the field of overseas contracting.Bachelor's degree from an accredited institution.Secret-level security clearance.(Preferred) Experience working with Humanitarian Assistance/Disaster Relief (HA/DR) Support, Contingency Support, Exercise Support, Lodging Support, Logistics Support, and Ashore Support programs.(Preferred) Program Management Institute (PMI) certification as a Program/Project Management Professional or comparable program management certification.
