Reporting to Deputy Regional Director, the HAPS Analyst contributes to the effective management of UN Women programmes in the Argentina Country Office with regional responsibilities, by providing substantive inputs to programme design, formulation, implementation and evaluation. The HAPS Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The HAPS Analyst works in close collaboration with the programme and operations team, UN Women RO and HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
The scope of work of the Humanitarian, and Women, Peace and Security Analyst requires experience in and in-depth understanding of the humanitarian-peace-development nexus to translate UN Women's strategic plan into effective programmes and results in the LAC region.
Duties and ResponsibilitiesContribute technically to the development of programme strategies in the area of Humanitarian, and Women, Peace and Security.Provide substantive inputs to the design and formulation of programme/ project regional proposals and initiatives;Identify areas for support and intervention related to the programme.Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products.Coordinate proper monitoring and reporting for humanitarian action in collaboration with programme teams.Alert the Country Representative on critical issues to be addressed.Provide substantive technical support to the implementation and management of the Humanitarian, and Women, Peace and Security programming.Provide technical inputs to annual workplan and budget;Lead the implementation of programme activities;Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;Review, coordinate and monitor the submission of implementing partner financial and narrative reports;Train partners on Results Based Management and monitor implementation.Provide technical assistance and capacity development to project/programme partners.Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products to contribute to a regional COP;Maintain relationships with national partners to support implementation and expansion of the Humanitarian, and Women, Peace and Security programme;Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.Provide technical inputs to the monitoring and reporting of the programme/ project.Monitor progress of implementation of activities and finances using results-based management tools;Draft reports on monitoring missions, programme results, outputs, and outcomes;Provide substantive inputs to the preparation of donor and UN Women reports.Provide substantive technical inputs to the management of people and finances of the Humanitarian, and Women, Peace and Security programme.Monitor budget implementation and make budget re-alignments/ revisions, as necessary;Provide substantive inputs to financial reports;Provide substantive inputs to building partnerships and resource mobilization strategies.Provide substantive inputs to resource mobilization strategies at country and regional level; analyze and maintain information and databases;Provide technical support to field-based presences in the region in mobilizing resources for the implementation of humanitarian action;Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;Participate in donor meetings and public information events, as delegated.Provide technical support to inter-agency coordination on Humanitarian, and Women, Peace and Security to achieve coherence and alignment of UN Women programmes with other partners in the country.Provide substantive technical support to the Country Representative and Deputy Regional Director on inter-agency coordination related activities by drafting background reports and briefs.Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to humanitarian action;Participate and contribute inputs to the regional Humanitarian Protection Cluster, and other national or regional bodies;Support Coordination of specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups;Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.Provide substantive inputs to advocacy, knowledge building and communication efforts for Country and Regional level.Develop background documents, briefs and presentations related to Humanitarian, and Women, Peace and Security;Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;During emergency response, develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns.Core Values:Respect for DiversityIntegrityProfessionalismCore Competencies:Awareness and Sensitivity Regarding Gender IssuesGood knowledge and experience related to current policies and practices in the fields of gender equality, protection and humanitarian action, including humanitarian coordination;Good knowledge of the region;Ability to advocate and provide policy advice;Good programme formulation, implementation, monitoring and evaluation skills;Good knowledge of Results Based Management;Ability to gather and interpret data, reach logical conclusions and present findings and recommendations;Good analytical skills;Ability to identify and analyze trends, opportunities and threats to fundraising;Required Skills and ExperienceEducation and certification: Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.A project/programme management certification would be an added advantage.Experience: At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;Experience in inter-agency coordination, preferably protection cluster coordination, and/or ProCap/GenCap in a natural disaster setting is desirable;Experience coordinating and liaising with government agencies and/or donors desirable;Experience working within the UN system is desirable;Experience working in Latin America and Caribbean (LAC) region is desirable.Language Requirements: Fluency in English and Spanish is required.Knowledge of French and/or Portuguese is desirable.Other requirements: For this position, only candidates who are nationals of Argentina (by birth or legal) will be considered.
