Why does the job exist?
The FMD Energy Management Engineer will assist division leadership in providing the State of NM and the Facilities Management Division (FMD) with oversight and daily operations of FMD's energy management program. The FMD Energy Management Program is essential to FMD's energy efficiency mission and supports the Public Facility Energy Efficiency and Water Conservation Act (6-23-1), and the Energy Efficiency Standards for Public Buildings Executive Order (2006-0).
How does it get done?
The FMD Energy Management Engineer is responsible for developing accurate engineering analysis for the division's energy management program, including periodic reviews of energy audits to improve the energy efficiency of existing building systems, review and analysis of utility monthly consumption bills within the division to ensure efficiency measures are realized within state-owned buildings under the jurisdiction of FMD. The Energy Management Engineer conducts facility assessments to determine potential energy measures and savings by evaluating baseline energy consumption and proposes implementation of energy saving fixtures, maintenance modifications and operational enhancements. The position also conducts engineering calculations, and verification of energy savings calculations of capital projects submitted for energy analysis and review. The position reviews and evaluates energy technologies, conducts on-site inspections and oversees the project management of various energy improvement projects statewide. The Energy Management Engineer will, in consultation with the division's staff architect, evaluate, program and prioritize all energy management services and the deployment of energy management technologies, and the functional and operational requirements of energy management systems programmed into new construction projects, existing building alterations and other capital building/asset improvements.

All executive branch state agencies under FMD's jurisdiction, political subdivisions, local governments and the general public.
Ideal Candidate
- Minimum of five (5) years experience in a large construction or facilities management organization overseeing comprehensive energy management programs, smart building technologies and integrated building management systems.
- Minimum of five (5) years of experience with LEED and Green Building designs and integrated energy technologies and programs.
- Minimum of five (5) years of experience in developing and maintaining organizational energy usage databases on energy metrics.
- A Project Management Professional (PMP) designation by the Project Management Institute (PMI) is highly desirable but not required.
Minimum Qualification
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and six (6) years of engineering experience, two (2) of which must be as a Licensed Professional Engineer. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
The work is performed primarily in an office/workstation setting, with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Some travel may be required.

This position is not covered by a collective bargaining agreement.
