The Energy Conservation and Management Division (ECMD) leads New Mexico's charge toward clean energy adoption. ECMD is committed to developing and deploying effective solutions to maximize the state's renewable energy resources, energy conservation efforts, and improve energy efficiency and transportation standards.

The Energy Planning Bureau oversees the U.S. Department of Energy's Energy Efficiency Revolving Loan (EERLF) Capitalization grant, the Energy Efficiency and Conservation Block Grant (EECBG), and also manages the state-funded Community Energy Efficiency Development (CEED) Program. These grant programs represent over $17 million allocated for the benefit of low-income and disadvantaged New Mexican communities.

These building retrofit and electrification programs are designed to alleviate energy burden among New Mexico's low-income populations and support disadvantaged communities by increasing the efficiency, safety, and comfort of homes and public buildings. These programs are also intended to encourage workforce development and provide workforce training opportunities.

Why does the job exist?

The purpose of this position is to assist the Buildings and Community Program Manager with implementing, coordinating, and evaluating the day-to-day operational, fiscal, and administrative activities related to the $17 million EERLF, EECBG, and CEED grant programs.

How does it get done?

Job duties and responsibilities include:

Grant Administration: Assisting with the day-to-day workings of the grant programs, reviewing and approving invoices, ensuring invoices get paid in a timely manner, answering questions, maintaining records, and other tasks as necessary.Grant Reporting: Helping to prepare quarterly and annual performance reports, working with grantees to receive metrics on progress, analyzing data and preparing compelling narratives for federal grant reporting.Outreach and Technical Assistance: Designing and providing technical assistance to grant recipients, organizing and conducting outreach to stakeholders and partners including grantees, state agencies, and the general public, updating program informational material, attending relevant trainings and events.Monitoring: Reviewing contract scopes of work and tracking progress, conducting audits, monitoring construction projects, and conducting site visits. This may require occasional travel to the different grant locations. Who are the customers?

This position must coordinate regularly with grant recipients, primarily municipal and county government entities, as well as constituents, energy stakeholders, and other state agencies as necessary.

Ideal Candidate

We are looking for a highly motivated candidate with experience in grant administration and project management, who is familiar with energy efficiency standards and understands or is willing to learn building construction, weatherization, and/or building decarbonization principles.

The ideal candidate will:
Have experience with grant program administration and coordination;Possess project management skills;Show knowledge of energy efficiency and standard metrics used when measuring energy efficiency;Demonstrate superior written and oral communication proficiency;Possess exemplary communication and coordination skills with a range of stakeholders holding a variety of viewpoints;Show motivation and flexibility to work in a fast-paced role supporting high-priority programs. Minimum Qualification

Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Must possess a valid driver's license.

Working Conditions

Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
